HECA and the Fund's Service Area

The Housing Enterprise of Central Alabama and its affiliate, the Housing Fund of Central Alabama, are based in downtown Birmingham and serve the following 12 counties in Central Alabama: Bibb, Blount, Calhoun, Chilton, Cullman, Etowah, Jefferson, St. Clair, Shelby, Talladega, Tuscaloosa, and Walker.

The 12-county footprint is the same service area as that of HECA's founding organization, Region 2020, which is also based in downtown Birmingham.

How did Region 2020 decide on 12 counties?

By studying the workforce and commuting patterns of areas surrounding Birmingham, and considering the projected growth of its surrounding counties, Region 2020's founders decided that its boundaries should include Jefferson County and the 11 other counties whose borders fell within a one-hour drive of Birmingham. The founders believed that much more could be accomplished if the region worked together to deal with common issues such as the tremendous need for affordable housing.
