Purpose
The Housing Enterprise of Central Alabama (HECA) is a private enterprise dedicated to the public purpose of significantly increasing the availability of quality housing for low- and moderate-income families in the region.
HECA primarily seeks to do this by providing more aggressively structured financing to qualified private and non-profit developers and eligible projects in a 12-county region surrounding Birmingham. This financing also be accomplished in tandem with our non-profit affiliate, the Housing Fund of Central Alabama (the Fund).
The Fund's mission and public purpose is similar to that of HECA, in that the Fund partners with HECA and others to provide technical assistance and program grant funding for community development corporations (CDCs) and other non-profits to assist in the development, acquisition, rehabilitation and sustainability of affordable, single-family housing developments and multi-family rental property investments.
Another key component of the Fund's agenda is its provision of technical and financial assistance to CDCs and other non-profit organizations that seek to sustain and increase the supply and affordability of housing, and to increase the number of people who can afford to buy homes or to rent qualified dwelling units.
HECA and the Fund provide niche products and services as a means of meeting needs that are otherwise not being met in the private market, as well as to act as advocates for affordable housing policies and efforts.
HECA and the Fund are also catalysts for neighborhood revitalization, economic development and the creation of housing opportunities in areas not typically accessible to families of moderate means.
HECA and the Fund understand that neighborhood building is not just about building houses, but about building communities. The organizations are advocates for home ownership as a critical agent of change, and a fundamental way for working families to build wealth.
The HECA and Fund 12-county footprint include: Bibb, Blount, Calhoun, Chilton, Cullman, Etowah, Jefferson, St. Clair, Shelby, Talladega, Tuscaloosa and Walker Counties.
